First, convert the scores to CLB level:
http://www.cic.gc.ca/english/resources/tools/language/charts.asp
Then, use the CRS grid to calculate CRS points:
http://www.cic.gc.ca/english/express-entry/grid-crs.asp

For example:
Listening = 7.5 -- CLB level 8; CRS POINTS -- 22 if you have a spouse or 23 if you don't have a spouse
Reading = 8 -- CLB level 10; CRS POINTS -- 32 if you have a spouse or 34 if you don't have a spouse

Don't have an answer to the dispatch portion of your query. Hopefully another member can assist you.

i have one more questions DoubleS, how to claim CRS point for second official language .

For first we can use IELTS but how to claim for second official language, do we need to give any other exam.

In order to claim second official language, yes you would need to take the TEF exam.

I just wanted to clarify something, those scores you have calculated are for a primary applicant who is single, if you are applying with a spouse, the calculation would be different.

those marks are for me and one of my friend. we both are single.

if we only complete IELTS then we are eligible for only first official language points and second official point will be 0
