IELTS requirement for PNP PR applicant

Hello all,

I am working in a NOC-B job. I recently received my PNP from Manitoba WITHOUT IELTS. Now I am going to file a paper-based PR application. So my questions are:
1) Do I require IELTS for PR application under the NOC-B job?
2) Will my spouse be required to give IELTS as a secondary applicant on my PR file. (I will be the primary applicant.)
