Do you have a LMIA? For what province? Probably want CLB 5.

So either apply with IELTS or take IELTS. You want CLB 4. Ask your employer if a requirement.

Employer do not want to me demonstare english . On the other hand i already applied work permit i showed ircc to interminate english course certificate. I just want to know Is IELTS mandatory under my cases

Certificate will not be considered. All you can do is wait for processing. If refused for language, then take IELTS and reapply.
