I applied already for a college without IELTS and TOEFL because i applied for quality engineering program and also an esl program

You need IELTS scores..
It is a mandatory requirement as far as I know..

You will be living in an English speaking country and if the Primary language in ur country is not English, then the scores are needed.
There is also a benchmark where you need to score above that..

So check that too..

IELTS is not a mandatory requirement for all countries. I'm from Finland and CIC didn't ask me for any kind of English proficiency test results. (The university did require it of course, and I took the TOEFL, but that's unrelated.) Azim1394, you should complete the questionnaire on the CIC website to get a personal checklist of which documents you need for your own study permit/visa application.

Listen bro IELTS is not mandatory at all,, I have seen many students getting visa without IELTS,, at the same time I have seen many students being rejected due to IELTS,, therefore IELTS is highly recommended for students applying from PAK,, IND and Bangladesh,, so appear IELTS,, get unconditional LOA,,
