As I remember, there were 2 True statements- the one about "need to be there in person", isn't that true? Because the opposite would be "don't need to be there in person", which wasn't the case. It said, can be done in person or telephone. But does it make the statement False?
Anyway, you're probably right.

I think it was false
Because they use the word, "only way to make it possible by going personally to the library.
Paragraph say you may get it done personally as well as by call.

So the word ,"only" in the question made me write false
