Previously it was ok to submit supporting doc because CIC was providing a chance later on to submit IELTS if point is not enough.

Now, if CIC find that point is not enough, they will not wait to ask you to appear for IELTS examination. They will just reject your application.

So if you think that your point is not enough and you need to give IELTS exam then better you do it and submit it with your full documents.

if points are not enough then must haveto seatfor IELTS, even if english is not your native language then you have to gofor IELTS, if VO will agree to your explaination writing in letter then its fine, my case is I got less bands and going to appeared IELTS again, one more thing if I will not get full points of IELTS then I will submit IELT+ evidence of proof that we have enough knowledge of English language, but its should be satifying VO. if VO not satisfied then we have to go for ielts again in few days or may be rejection.

There is some risk here. Based on the VO assesment, language proficiency points will be alloted. You can not contest the points alloted to you and you will not get a second chance to prove your language proficiency at all. So your 16 points depnds on VO discretion

If you are willing to take the risk it is ok else it is recommeded to take the IELTS exam

I would not take a risk with my application. Consider taking the IELTS exam to be sure of your points. Besides, if you think that your english is good enough to begin with then you shouldn't be worried about taking the exam.

Now it is mandatory to submit IELTS result for obtaining language proficiency points. The VO will not ask you for IELTS result separately thus if you do not appear for IELTS you lose your 16 valuable points.
I would not recommend this option to anyone.

No, that is not correct. You can still submit a written explanation of your English ability, but there is no second chance for IELTs if the VO doesn't think your written explanation shows your English ability. If you want to take the chance of getting a 0 in language, it is always your choice.

This depends on your assessment score. If you need 16 points, then better take IELTS. If you just need lets say 6 points from language test, then it could be safe to send written supporting documents.

As per new rules released, IELTS is mandatory now for application received after 26th June 2010

Hi

there is a chance for you i think. you can send your documents within 120 days. but you can send the IELTS result later but before they send you the rejection letter. In the OP06 document page 20 I have found the following thing:

Any documents received and added to the file prior to the date of the letter, regardless of whether
or not the 120 days have elapsed, must be considered. Visa offices cannot refuse to consider
submissions made after 120 days, if the letters in either Appendix D or E have not been sent. It is
therefore important to produce the BF reports, make the final determination of eligibility and send the
letters promptly.

So there might be a chance. I am facing the same problem and I will try for that chance.

best of luck.
