There is some risk here. Based on the VO assesment, language proficiency points will be alloted. You can not contest the points alloted to you and you will not get a second chance to prove your language proficiency at all. No, that is not correct. You can still submit a written explanation of your English ability, but there is no second chance for IELTs if the VO doesn't think your written explanation shows your English ability.
