Previously persons who were born/lived/educated in an English speaking country didn't have to take the test.

i think the difference is that now, in the initial application to CIO-NS, you are required to include the test result whereas before, test result are required when submitting the full application to the local visa office after favorable assessment by the CIO-NS. hope somebody can confirm or correct me on this one

I think that there are some new rules for the IELTS, The British council and IELTS Australia, the examination assesses the competency of a candidate in the four-language skills Listening, Reading, Writing, and Speaking. For many new rules you can easily search on Internet.

Yes Appache is right before it used to be with ur full documents to VO now it should be with ur initial application of NS
