Actually the Language Chart is pretty Simple (I am not sure why others are confused on this)

IELTS
for NOC 0 or A - you should have the following minimum score IN EVERY ABILITY to qualify:

Listening 6.0 or CLB 7
Reading 6.0 or CLB 7
Writing 6.0 or CLB 7
Speaking 6.0 or CLB 7
(Note: If one of your ability's score is lower than the above then you need to retake).

for NOC B - you should have the following minimum score IN EVERY ABILITY to qualify:

Listening 5.0 or CLB 5
Reading 4.0 or CLB 5 - Yes, they only require 4.0 for reading!
Writing 5.0 or CLB 5
Speaking 5.0 or CLB 5
(Note: If one of your ability's score is lower than the above then you need to retake)

Sometimes, it helps to read a little bit. Here is the copy of the link for full details: http://www.cic.gc.ca/english/immigrate/cec/language-testing.asp

In short, YES you are okay for NOC B.

I'll admit to not being a fan of that page. It's actually a common question on here - why the same NOC level appears to have multiple sets of results.

What the table is illustrating rather clumsily, is that there is a range of CLB levels. Some of them are good enough for NOC 0 and A, and others are only good enough for NOC B.

But yes, the OP's results are good enough for NOC B.
