38. Yes (The doctor maintained there were clear signs, therefore yes, he thought there was evidence)
39. Not given (Rich countries emit large amounts of CEO and ignore climate change, Not Given because the doctor didn't make any negative judgement, it was just stated)

Sorry, wrote it in a confusing way. I meant that the answer is "Yes" and not "True" if that makes sense. Like you could answer, Yes, No and Not Given. Hope it makes sense :)
