Hi, you need to follow the requirements of the university. Most require some form of testing in English or Math. Some might use IELTS or TOEFL in lieu of testing, some may use it in addition to it. If you were previously schooled in English this may be beneficial but you really need to go by what the school requires and not all are the same. Check with the admissions dept. of that school. You won’t be paying international student fees as a PR, but there is a minimum Grade 12 (Canada) English proficiency expected across all schools.
Since you are a PR you are not required to do the English Language testing that International students are normally required. As Rasha said, check with the school to be sure. Depending on the course you want to take they might require you to have taken University level Grade 12 English in a Canadian high school or the equivalent from another country.
