I meant we don't really know your situation, so giving advice is rather difficult. If your CRS is indeed 471, then you have a good chance at getting an ITA. There is at least 1 CRS draw every month, and sometimes there are 2 or 3, but nobody knows when the next draw is going to be so you sort of need to keep an eye on it every week. Even if your CRS is higher than the actual draw, there is no guarantee that you will receive an invitation due to the tie-break rules (you can read about this on the link in my previous post). I know someone who had to wait 2 draws before they got an invitation due to the tie-break rules e.g. they submitted EE prior to Nov 15 with a CRS of 453. On Nov 15 the CRS was 439, so technically they should have received an ITA in that round, however in the Nov 15 draw CIC only considered applications that had been submitted before Oct 19, so they stayed in the EE pool without an ITA, and had to wait for the next draw. Finally, they got ITA on Dec 6th where the min. CRS was 452.
You certainly have to have a valid IELTS report and an ECA at the time of submitting your express entry profile.

Just to correct - The date of application doesn't come into picture unless the CRS of the applicant is exactly equal to the cutoff, otherwise certainly ITA would be there.

Are you sure this person you know had CRS 453? I had CRS 453 and I submitted my EE profile on Nov 12th and got ITA on Nov 15th.

As mentioned by ankie, giving Ielts again is not needed in ur case. Submit EE profile asap.. you never know when the next draw might come. And In your case, lets assume next draw comes in april, still you will have 90 days to submit your e-APR which will be july. So You have enough time. I'd say make one RIGHT NOW.

I need to tell HR to fix my job reference letter and I don't think it will be done this week. I also am also awaiting for degree transcripts to be issued by my university since I had some missing papers. So I don't really know :S
 
Yes, I am sure, I was there and we didn't get it either, but at the end got ITA a few weeks later which is what mattered at the end.

Well, If you think your university might take more than 3 months for degree transcripts, its worth waiting for.
