but I want to ask .. is the ielts certificate expired or not !?

according to my ielts certificate date . can I send my application with ielts . or my ielts expired !?

It is valid for 2 years, so to 28/04/12

it isn't expired yet. your IELTS is valid for 2 years from the date of exam.
Please note that, only general training IELTS is acceptable for canada immigration purpose.
