IELTS exam

For the PNP application, I submitted the IETLS copy which was due to expire in 2 months. On receiving the PNP approval, is it mandatory to submit the IELTS copy for federal application.
I work in skill level A category but is unsure if federal process does have the IETLS submission as a pre-requisite. Please help!

IELTS is not mandatory under PNP with skill A. If you fall under skill C or D then its needed.

Thank you. I called CIC and the lady on the phone said that if you are working in a skilled category then IELTS is required while NOC C and D is exempt if they received the nomination prior to July 2013 - this is confusing as I was of the understanding it is not required for skill level O,A and B
