I took my IELTS on Dec - 08. I sent the initial application in May 2009 and came back for dome N/A fields. Then again re-sent with the previous letter from CIO and documents in Feb -10.

Do i need to re-appear for the test or will CIO consider my initial application as the start of my application process.

1. You initial application was not processed, it was returned. So if the application that was submitted Feb/10 is accepted, you need it a new IELTS as it is over 1 year old at the time of submission.

My IELTS result will be expire on next May'10.... is it possible to use this IELTS result,if i want to sent full doc to visa office within 15th april ? any senior please help me .. i am worried..

If you have given your IELTS on May 09 you can very well submit that document if you are sending full doc on 15th April.
