IELTS band requirements for CEC - PR Canada

Hi,
I have scored reading - 7, writing - 7, listening - 6.5, speaking - 6 = overall 6.5 in IELTS this 16th Aug 2014. I have year + work experience as 2174 NOC in Canada. Please advice if I can still apply for PR canada or should I retake the IELTS and have overall as 7 only. Can I support my application with a letter if needed for a retake quoting I will take it later as minimum requirements for each level is only 6 which I am qualified.

NOC 2174 falls under NOC A. The minimum is 6 across all four sections, so you are good.
 
Thanks for the reply --- Are you sure as CIC website quotes for overall :
If you gained your skilled work experience in Canada in a NOC 0 or A job, you must meet the minimum level of CLB 7 in either English or French for all four language abilities.
IELTS: International English Language Testing System

IELTS has two options for the reading and writing tests: “General Training” and “Academic.” You must take the “General Training” option.
NOC CLB Level Test results for each ability
Listening Reading Writing Speaking
0, A 9 and above 8.0-9.0 7.0-9.0 7.0-9.0 7.0-9.0
0, A 8 7.5 6.5 6.5 6.5
0, A 7 6.0 6.0 6.0 6.0
B 6 5.5 5.0 5.5 5.5
B 5 5.0 4.0 5.0 5.0

Do not look at the CLB Level. Look at the the third row. Combined score for IELTS is not considered for CEC, but individual scores in sections matter.

Another query - Can I submit my application without Police clearance certificate. My work permit and visa expire by 31 oct 2014 and my employer is yet to decide whether extension is required or not. I cant submit my passport for obtaining police clearance certificate as I would need it if extension is approved. Please advice.

Yes, you can submit PCC at a later date.
