I am not sure if it was mentioned or not. But in IELTS we are never told that we must use all paragraph. I remember in paragraph 3 or 4 it had only two lines and it didnt match to any option in the question.

But in normal circumstances only where it is mentioned you may use more than twice there only we use
I have done around 60 -70 tests and on basis of that I'm saying
Even where i prepared they suggested the same

And also i found all paragraphs relevant there
 
Does anyone know how particular IELTS is about using hyphens in listening answers? Like in the listening test I wrote head-office instead of head office . Will it be wrong?

I remember, technical error, because he found that the bottom left, and the second problem I forgot.
I don't think the answer was technical error..Ben said he forgot to press the recording, so we can't categorise that as technical error... There was another option of "data cannot be used"
