IEC Working Holiday - Work Permit Application

Hi,

So my German girlfriend has applied for the IEC Working Holiday Visa and received her invitation to apply for a work permit. The website says there are 138 "Spots available" of the 4400 "Quota". Does this mean that even though she received an invitation to apply, if 138 have their work permit applications assessed before hers and are accepted, by the time her application is assessed, it won't be approved? She has 20 days to put her application package together and submit it but we are quite busy so we're wondering if it matters how quickly we get in the application and submit it. Will it change her chances of successfully being granted the work permit if she submits it in 20 days instead of if we rushed things and finished it in 7 days?

Or does the ITA essentially mean she is pretty well granted the work permit as long as her application doesn't have any flaws and isn't missing any documents?

You would hope that having an ITA assuming she accepted the ITA she has a slot reserved for the 20 days but anyone who has monitored the invitations to apply page on the CIC site may agree seems to be a mystery in the way the quota , ITAs and slots available have been managed. The UK for example has 5 slots remaining so that really mean there are only 5 ITAs out there waiting for the 20 days to expire ? http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1261&top=25

If were me I would be making the effort regardless how busy to apply given not sure anyone on this forum can categorically say an ITA has reserved a slot for 20 days although expexct that is what it does mean. If you need ploice certificates rather than wait for them you can attach a letter of explanation with proof you have applied other than that just a few forms to fill in and a photo to upload so should not take a great deal of time.Leaving until day 19 for example might not be a good idea if any issues plus remember the 20 days to apply starts from the day the ITA was accepted and is calendar days not business days.
