IEC working holiday to Open Work Permit with PR?

Hi everyone. I'm not sure if this is the right place to ask, but this is my situation:

I am currently on a working holiday through IEC that expires in Feb 2017. Before that happens, I plan to apply inland for PR with my common law partner as my sponsor.

I know I cannot extend my IEC work permit, so provided I apply before it expires, am I still considered eligible to apply for an Open Work Permit along with my PR application?

(I have read that I won't get implied worker status if my visa expires while I wait for the results, which is fine.) Additionally, what will happen to my status if the Open Work Permit gets refused? Do I get implied visitor status because of the PR application, or will I be required to leave Canada?

You can remain in Canada after your IEC expires but you won't be able to work until the OWP is approved.

If the OWP is refused or returned as incomplete - then you will be out of status in Canada. No - the PR application does not give you implied status. It's the OWP that gives you implied status.

From what I understand, if the OWP is refused and I'm then out of status, my PR application will also be refused because I haven't maintained inland status? Seems like it would be better for me to extend my stay as a visitor first then to cover all bases, but my partner is saying it's not something I should worry about, because there shouldn't be any reason for them to reject the OWP as long as I don't work after my IEC permit expires. Does that sound reasonable?
