No one on this forum is going to counsel you to lie to the government. Okay, maybe if they are desperate enough.

Consider that there is evidence (immigration, tax) that would contradict that letter.

They do not "have 9 days gap to fill a full year". They have determined that they will only accept a certain number of applications between those two dates.

That it is not a year, so your not eligible.

I also came from IEC background. Here is my advice:
Great thing is, you can apply for IEC for 2 years. So get your second year IEC application submitted asap! Stay in the same job and once you have a year of experience under your belt, apply for CEC. If your IEC wor permit runs out before a decision is made on your CEC application, apply for BOWP....
This is exactly what I have done. And I have just done my medicals, application status in progress.
