Through my citizenship and passport (Croatian) I’m eligible to apply for IEC, but when I chose Serbia as my country of living I can’t apply. Do I need to have the same country or? Please help!

Yes many IEC programs require you to be living in your home country to qualify.

You have to apply from Croatia as Croatian. You are not a Serbian citizen.

Can you provide the link where you see this requirement? The main IRCC site for IECs does not show this requirement for Croatians. Agreed this is a requirement for Italians and some others. But residency is not an eligibility criteria for Croatians.

It is not. But he is Croation so selects Croatia not Serbia to apply. OP said choosing Serbia as country, and not Serbian so of course not eligible. OP doesn’t need to be living in Croatia.

I’m so confused. I contacted a immigration lawyer (in Canada) and he told me that I permanent residency doesn’t matter, it’s citizenship and passport.
 
All so very confusing ! My son has dual citizen for UK and Australia. He can Only apply once for a working holiday visa with his Australian passport so now wants to use his UK passport which after research I believe he can do this however he lives in Australia and not the UK so wondering if he will also have the same problem ?
