IEC Application - United Kingdom or British Citizen

I'm currently trying to apply for the IEC Initiative but having some strange troubles going through the eligibility questionnaire.

If I were to go through the questionnaire, and selecting 'United Kingdom & Colonies' as the country of my passport, and then continuing through the rest of the questions, it is determined that I am not eligible for the Working Holiday initiative. The only time it changes and allows me to continue is when I select I have a letter if assistance from a company such as BUNAC.

Now, if I'm to do the same questionnaire, but this time select 'British Citizen' as the country of my passport, then continue through the rest of the questionnaire, it states I am eligible (No BUNAC Letter needed).

I'm a UK British Citizen, born and raised in the UK, with British parents, grandparents etc. (always been British), should I really have to select 'United Kingdom & Colonies' and then have to fork out £350+ to BUNAC just to get a Working Holiday Visa, or can I just select 'British Citizen' and be entered into the pool without all of that hassle?
