What is meant by Identity Card number. Someone help please.

Will a Driver's License number suffice? Or does it have to be something like a SIN/SSN number ?
 
ID Card means every kind of accepted ID.
Passport, ID card ---> we have two different kind of ID issued by the country
ID issued by the red cross
Also a medicare card is an ID

Some countries have ID Card for their citizens if you don;t have one just mark N/A, I don;t have one
 
I guess you are talking about IMM 0008 - 17. It says " Your identity card number, if applicable", as above member explained, some countries do issue identity cards also known as national identity card, if you dont have one or where you are living they dont issue such cards, then its already " If Applicable "term, so just put "N/A" .

In Sri Lanka , every citizen is issued with an Identity Card. As I know in India, this is not the case.

You can mention N/A there.

Your driver's licence number should do it.
