Hi, I have a question about passport application.

I'm wondering which option I can use to apply my passport. I don't have a drive license.

1. Quebec health card(No photo)+My old country passport(Not valid)
2. Ontario health card(Not expired/Not valid)

Because I recently moved to Quebec so I got health card without photo and my Ontario health card is not valid but it has a photo.
Also I lost my birth country citizenship as soon as I got Canadian citizenship.
