ICT work permit to LMIA work permit

IIUC, ICT LMIA exempt closed work permit allows maximum duration of 5 years. Meanwhile, if I get LMIA work permit from another employer, is it treated as fresh work permit and can someone stay beyond 5 years (if new work permit has longer validity)?

These are all hypothetical situations but yes it is possible given current policies. That doesn’t guarantee anything though.
