ICT - Delhi. Does any one got ICT approved after ICT rule changed

I have submitted my documents to Canada Delhi Embassy. I applied 20 days ago but have update till. In case someone have received ICT approved after new ICT rule by Canadian government i.e after Jun 9 2014 or have idea for delay, Could you please let me know?

Even i have applied for ICT 2174 on 10 Sep 2014. Can you let me know if you heard back on your application and how much time delhi embassy took ?
