ICAS can assess incomplete study/degree but..

That’s the reply I received when I asked them through email about getting an immigration ECA report for incomplete study of mine (Bachelor’s degree):

“ICAS can assess incomplete study. Whether IRCC will accept an assessment of an incomplete program for education points is not a question that we can answer. You would need information from officials at IRCC.
ICAS of Canada”

So, any thoughts about that? And whether or not if the IRCC can actually refuse an assessment created by a certified/licensed entity like ICAS?

IRCC does not accept incomplete graduation certificates.

Today i have register with ICAS and got my file number through e-mail.

can someone tell me how to move further and what are my responsibilities ? what documents i need to send with my own to ICAS ?
