yes you can marry with a visitor visa. If you or your gf has been divorced, in some provinces (like Ontario) you need to have a letter of recommendation.
Just be careful how you explain your visit when you cross..some POE officers might not like to hear that you are entering the country to get married (cause you may not leave!). When I got married to my Canadian husband I just told them I was going to there to spend time w/him. I wouldn't say too much if they don't ask. After you marry you can apply for PR outland.
