Do you have at a minimum 25k to pay for your studies? If not you will not be approved for a study permit.
you don’t get to choose when to pay for registration or when you have to show you have the money by IRCC.
If you could pick and choose, don't you think everyone else would have done it by now?

Canadian student visa requirements also include proof of funds to support yourself. Coming by asylum doesn’t guarantee you can work either. You may have to wait until your claim is accepted. You would have to live off your own money until then (about 2 years) and then only if your claim is approved.
If you want to come to Canada on a study permit - you need to show the $25,000.
If you don't have the $25,000 - then you cannot apply for a study permit. You will need to apply for a TRV.
Because you won't be approved for a study permit without $25,000 in the bank and a TRV will most likely be refused as well unless you can prove you have very strong ties to your home country (e.g. job, property, assets) and have no plans on remaining in Canada long term.
