Iam from india . My wife has reached canada on student visa. Her study is starting in September 2019 . So I want to ask that after how much time can she call me there. What all document will be needed

Spouses of international students are not guaranteed a permit/visa but you can definitely apply for an SOWP. You can apply right now.

Then how should I do and should I try visitor visa or any other. In which there is more chance of getting visa
You likely would refused a TRV because they would think that you are not intending to be a temporary resident and that you will want to remain in Canada with your wife. The visa officer would be right. You should apply for SOWP and if it is denied you will have to reunite when your wife has PGWP, a job in NOC 0, A or B and 3 pay stubs.

1.How much funds are required?
The basic reason why he want to join me so he cold finance my studies there and also I am bit reluctant to go alone.
3. Do I have to apply at the same time as when I apply for student visa ?

1. At the very least your tuition plus 10K just for you. You are going to have to prove that you can finance your studies without your husband working in Canada.
2. You can apply together if you want but it can take longer to get an answer. Others chose to apply for a study permit first but then there is no guarantee you can leave for Canada together. Often people are still waiting to hear about their SOWP. All depends on when you hear if you’ve been accepted in to the masters program. If you find out multiple months in advance you likely have the time to apply together. You would also need to know if the school would defer your admission if you haven’t heard if you have been approved for your study permit. Nobody is forcing you to study in Canada. You don’t have to come alone if you don’t want to.
