I think ircc is really holding the decisions ( proof )

My friend applied application on 5 june And his medical got updated on 11 August and his eligibility review also started On the same day. Until 24 August His gc key account was showing same thing that they are reviewing his eligibility but on 25 August he got refusal. But when he got refusal his gc key account showed that his eligibility was already completed on 12 August just a day after his medical was updated but then why did they send him decision on 25 August like after more than 10 days .??

Is this SDS or Non SDS ?
 
Was there anything wrong with his medicals? I thought medical request is like a green light that your application will most likely be approved

What went wrong? what was the reason for refusal?
 
The eligibility when done still needs to be checked by a officer in order to pass out a judgement. The checks were done on 12 by the system and the officer reviewed the final stage and refused it.

No. It's not a proof that IRCC withheld any decision. Some of these items are automated while other needs to be updated manually. A decision could have been made anywhere between 11th to 25th August. Medical statuses are updated by a medical doctor which is in a separate department. They automatically get notification of the client to confirm uploaded medical results for which they update account separately. GCKey account statuses are not updated in real-time. Updates are ran in batches and/or at certain time of a day.
