Is it possible to submit visa application in Nigeria and receive instruction in an email through Accra stating they are the one processing the application now. Is it also possible to be giving a Canadian student visa without paying the school fees? Thank you friends.

1. Immigration Applications are processed in Accra, Visitor/Student/Worker are processed in Lagos.
2. No, no school is going to admit a foreign student without the fees being paid. Or do you mean that you have to pay the fees before you apply for a study permit? No, you don't have to pay the fees before you apply.
