I need urgent assistance

I received mail from canadian visa office today to send my original passport for complete of visa processing. i read the visa reference letter that was attached and i followed the link that guide how to send passport. But i wanted to know if i would need to make a passport delivery/e application fee of $31.40 I did online application from USA and i pay for Biometrics. I was a little bit convince right now. secondly, If i would need to pay, Who do i address the cheque or money order too?

No, you only pay transmission fee that one is lesser then the one you have quoted, it's should be around 16-20$
Just take your pay to DHL office and send it to them, when is ready then you pay DHL again for its return. When you pay the said amount to vfs and your passport get to them. Then you call to vfs and they will send you tracking number from their end to visa section at high commission end
