I need some advice.. help.( CEC Refuse)

brief timeline
-they received my application may 2011
-medical test done.
- decision made status change in Feb 2012
- sept 9 2012, received a letter from government.

just got a letter saying that they are not satisfied with my IELTS mark.
I applied as a cook, skill level B, I had a document saying that the mark should be over 4.5
and mine was exactly 4.5.

however, the letter stated I need at least 20 (mine 17) in total..

I am very overwhelmed..haha I don't even know what I'm saying

does anyone know when the requirement for language test was changed?
I was thinking maybe the official misunderstood Or I might had the old documents...

finally I received the letter in 15 months which was saying they are not satisfied..

If I do the test again and get that mark, do I have to go through the whole process again?
or can I just send the proof that I have satisfied mark...


In desperate need of help and advice.. Thank you

writing 4.5 = CLB 4
speaking 4.0 = CLB 4

•If you have qualifying Canadian work experience at Skill Level B of NOC, your test results must match the CLB/NCLC below(see chart):
◦5 or higher for each of those abilities, or
◦4 for any one of those abilities, 5 or higher for any other two of those abilities and 6 or higher for the remaining ability.

Your score is CLB 5, 4, 4, 4 and does not meet language requirements for skill level B. You needed at least CLB 5, 5, 5, 5 or CLB 4, 5, 5, 6 to qualify. This means you have to retake the test and submit a whole new application from scratch.

yes, however, I thought cook/chef is different case..

Different case, how? It's skill level B, you have to meet minimum language requirements.

does that still apply to my case even though I applied before?

I have a print of that page before the change and it doesn't state anything about 5 or higher..

Hi Hejin,

Even if your score is enough right now, you still need to re-apply because they already refused your case. They usually ignore emails/letters to ask them to re-open the case.

If I were you, I would re-take the test to get a higher score to make your case more safe. You don't want to give CIC any excuses to reject your case again. I know it is disappointing/frustrating but if the only problem is your ielts score, its actually not that big of a problem because you can always re-take the test and reapply with same documents that you sent to CIC before. Are you from Korea?
