You can apply from any country for Canadian PR, if you have been legally admitted to a country for minimum 1 year. Refer Operational Manual for this extract.

Can you pls help me to understand that better?

For Example: I am an Indian citizen. I was legal in United States for last 3 years, but for last 6 months I am out of status (Visa expired and I over stayed) Am I eligible to apply in USA for Canada Immigration?
