this my story from the start
My wife filed a sponsorship application which was received on October 30, 2013.
On March 7, 2014, my file has been transferred for processing to the Visa Section of the Canadian Embassy in Warsaw, in Poland. I was living there at that time.
On March 5, 2015, I had an interview at Visa Office in Warsaw. During the interview, the Visa Officer informed me that the copy of my visa, dated January 12, 2014, was false, even if I had a stamp from the Poland Embassy on it.Consequently, the Visa Officer at Visa Section of the Canadian Embassy in Warsaw, called Immigration Office in Poland on March 5, 2015 to verify this copy of visa dated 2014 but it did not appear in the system and they decided to refuse my permanent residency application as families class members and charged me with misrepresentation.
on March 5, 2015, the Warsaw Visa Officer called the at Polish National Police Department. They realized that a system error has occurred regarding the copy of my visa. The embassy who has issued the visa did not enter the information into the VIS system.I have not been arrested and they did not take me to the police station. They met me outside of the Embassy and they put me in the car. It is at that moment they called the Embassy who issued my visa and they said there was a system error then I went to polish immigration and polish immigration issued letter and confirmation that visa is not fakeThe Visa Office in Warsaw said since it was a copy of my visa, they needed the original. But I lost my old passport. In these circumstances, they could not do anything,
Moreover, Warsaw Visa Office did not send a copy of my visa to the lab to assess the authenticity of itIn brief, the Visa Officer who interviewed me, has recognized the authenticity of my relationship with my wife but denied my case because of the copy of my visa alleging misrepresentation.I received a refusal letter dated March 5, 2015, under the ground of subsection 40(1)(a) and 40 (2) (a) of the Immigration and Refugee Protection Act which states that foreign national continues to be inadmissible for misrepresentation for a period of two years following a final determination outside Canada,As a result, I was inadmissible to Canada and ineligible for a visa. The only possible option to see my wife was the temporary residence permit (TRP).
On March 20, 2015, my wife filed an appeal before the Immigration Appeal Division (AID) of this refusal decision regarding my application for permanent residency as families class members.We appealed the decision on the basis that the copy of my visa dated January 12, 2014, was not fake. Polish Embassy already approved me another visa in 2016. We appealed also because we were convinced that the copy of my visa 2014 could not constitute a false representation under the law in light of the case of a sponsorship.While the appeal was ongoing i left Poland and i moved back home so , on April 1, 2015, I applied for a Temporary resident permit (TRP) at Amman Visa Office.
Given that I was inadmissible to Canada because of the copy of my visa considered as a misrepresentation, the TRP was the only solution to see my wife. But the Visa Office processed my application as Temporary Resident Visit (TRV) and did not consider the request to be processed as TRP.On May 18, 2015, I talked with someone at Amman visa office. They said I am not allowed to apply for TRP.Following this recommendation, I had no choice but to apply for a TRV and asking to be evaluated after for TRP case type 95 given that the Visa Section of the Canadian Embassy in Warsaw, in Poland refused my application for permanent residency as families class members.
I made four applications for TRP at the Amman VISA but the Visa Officer there ignored my request for a TRP and processed for TRV. I lost more than 740.00$ in fees.
On May 23, 2015, we were informed by a lawyer named Naseem Mithoowani living in Toronto, that Amman Visa Officer gave us a wrong information.
The lawyer told me i'm allow to apply for TRP ***
Given this information from the lawyer, on May 24, 2015, I sent my TRP application with the $200 fees, directly to the Amman Visa Office by DHL with supporting documents under attention immigration program manger
On June 24, 2015, I got an email from the Amman Visa Office Informing me that: “ You cannot apply for TRP by yourself. TRP cases are determined by the officers. Applicants cannot apply for TRP.” And they returned my application and the fees,
On June 29 2015 I sent a letter under attation immgration program manger at amman visa office to explain to him or her the problem and I did point out that I want to apply TRP as law allow me to do but on June 28 2015 they email me back saying I must come to the embassy and pick up the fees and my application cuz i'm not alow apply for TRP
In those circumstances, I had no other option but to look for another Visa Office. The nearest was the Ankara Visa Office, located in Turkey.
On June 27, 2015, I tried to apply for a TRP at Ankara Visa Office but I received an email from them on June 28, 2015, informing me that since my PR refusal was under appeal : “… there is no point in your making a TRP application at present because it would not be considered while litigation is in process.”,
We did what they have recommended me and trusted their information.
On July 2, 2015, my wife withdrew the appeal in order to allow me to get a TRP to see her again.
On July 6, 2015, my wife received an email from the Appeal Immigration Division (AID)
After my wife had withdrawn the appeal (on July 2, 2015), I applied for a TRP and TRP again at Amman Visa Office. I requested to proceed as a TRP but again, Amman Visa Office has processed as a TRV.
On August 31, 2015, I obtained a refusal decision.
After spending $740 of fees again, I applied to a different Visa Office
Ankara Visa Office | Turkey
On September 2, 2015, I sent an email to Ankara Visa Office. I explained to them that my wife had withdrawn the appeal of our case and therefore they could now consider my TRP application,
The office never answered back to my email. They keep ignoring me. So I tried to find another Visa Office which can accept my application.
Rome Visa Office | Italy
So, I have found the Rome Visa Office. They had accepted my TRP application but I obtained a refusal decision AND they said i'm indamiable for 5 years but all the refusal letter said 2 years
Warsaw Visa Office | Poland
On January 19, 2016, for different administrative reasons, I applied three times for a TRP that I sent by DHL.
I explained to the Warsaw Immigration Program Manager that at the Amman Visa Office, they did not let me apply for a TRP. I also explained to them that at the Ankara Visa Office, they told us that if we had ongoing appeal, the TPR would not be considered. Based on this information, my wife had withdrawn the appeal, so the TRP could be considered.
Then Warsaw Immigration Office has accepted to proceed with my application at their Visa Office.
On May 16, 2016, I was refused again,
Complaint : Case Management Branch | Ottawa
On May 18, 2016, I sent an email to the NHQ Case Management Branch, in Ottawa Office to complain about Ankara Visa Office and Warsaw Visa Office.
By email, the NHQ Case Management Branch said that they could not do anything for me. They also confirmed that I was inadmissible in Canada until 2017,

On May 18, 2016, I also sent an email to Ankara Visa Office and I explained to them the problem I had because of one of their officers who told us that if we did not have an ongoing litigation, the TPR could be considered,
On May 19, 2016, I received an email from Ankara Visa Office. It said : “A response has already been sent to you from our office in Warsaw on the 12th of May 2016.” It seems to me like if that someone was trying to push me away,
On May 20, 2016, we have been informed by a lawyer, Mario D. Bellissimo, from Toronto, that the TRP have nothing to do with the appeal.
Error pointed out to Ankara Visa Office in Turkey - Immigration Program Manager
Given that the Ankara Visa Office gave me the wrong information, the lawyer Mr. Bellissimo, has recommended to me to contact the Ankara Immigration Program manager and point out the error.
On May 22, 2016, I sent back by DHL my four past TRP applications to the attention of the Immigration Program Manager at Ankara Visa Office. As recommended by Mr. Bellissimo, we have pointed out the error. I explained my case and the problem we were faced with.
I told them that one of their officers made a mistake. We lost the right of appeal our case because of wrong information has been given by one of their officers as mentioned above. I did point out their error. I also told them that I might seek judicial review.
The DHL receipt confirms the delivery on May 25, 2016,
On August 7, 2016, I sent an email to the Immigration Program Manager to point out the error already described and the damage caused by this error. I also asked them if they received my package. My message has been ignored,
On August 18, 2016, I sent another letter by DHL to the Immigration Program Manager in Turkey to confirm with them if they needed more information. I had the confirmation for delivery but I never heard back from them,

I sent emails to Ankara Visa Office in Turkey every month, for almost nine months, to know the status of my applications but they have been ignored,
On February 06, 2017, I sent an email to Ankara Visa Office in Turkey to let them know that I have never received any news from them after I sent my TRP application and fees on May 25, 2016. They ignored be conntuine
