I need explanation for my gcms notes

Yes, your eligiblity has not started as yet hence no final decision has been made on your application. It must show the status to be "completed" on tracker.

when will your course start? sometimes they do not want to issue visas to students way in advance

Also ive seen plenty people first hand get their visas without eligibility status ever changing on their application beforehand. It’s not necessarily true what tracker says as per many cases before.

Its been 7 weeks at this point. Do you think I should order a webform ?

Also, there is a note left by the officer that reads “DLI with 70%+ non sds approval rate” and im jot quite sure what it means or if this means im likely to be approved can you help

No point in sending a webform. Your processing time is in line with other students. You just need to wait. If your processing times were not inline with other international students then I would send a webform. Webform are unlikely to be read for a month since there is such a large volume of them sent to IRCC and often multiple copies. Many wait around 4 months for processing from India.

No impact but there is no need to apply for GCMS notes if you application is being processed normally and most GCMS notes don’t provide much information if being processed normally.

Ironically it only took 20 days to get the notes from ircc. Cbsa ones are still to be delivered tho

So 4 weeks after you applied, you requested gcme notes from both IRCC and CBSA...while your application is within timeline. Two officers needs to produce report that they could be doing something else to reduce backlog

Yes, that is true. When you send webform, it hold your application from proceeding until officer review nature of the webform. Just incase if there is critical information needs to be updated, such as withdraw request, change of passport etc

Not much. Most of the important information is left out. Waiting for the cbsa notes
