You're unfortunately in a difficult situation since you don't meet the residency requirement.

Chances are that you can keep your own PR status if you return to Canada now and remain in Canada for two years without leaving. However you won't be able to sponsor your wife or children until you meet the residency requirement. What this means is that you will have to return to Canada and live here for two years before you will be able to submit the application to sponsor your wife and children. They can try to apply for a visitor visa to come and visit you during this two year period - however it's difficult to say if their visitor visas will be approved. It's possible you may have to be separated from your family for 2+ years if you want to try to save your PR status and also sponsor your family for PR.

Yes - that's right. You would have to return to Canada, remain here for two years straight before leaving, and only then would you qualify to sponsor your family.

Scam. If you try that - it's misrepresentation. You'll end up losing your PR status if you try to lie about how much time you've spent in Canada. Again, your ONLY option is to return to Canada, live here for two years straight and then apply to sponsor your family for PR.

When you return to Canada, it's possible you may be reported at the border for failing to meet the residency obligation. If you are reported, you will have to appear at a hearing to argue why you should be allowed to keep your PR status. If you lose at this hearing, your PR status will be revoked and you will be ordered to leave Canada.

If you are not reported at the border, then yes - if you remain in Canada for two years without leaving you'll be able to renew your PR card and keep your PR status.
