You apply to a university of your choice and if you are a good enough student, they may accept you. But until that, you will have to fight an uphill battle

Chances are almost zero to get a scholarship. If doing a Masters or PhD, you may get a TA position. First get admission, PAL, and then apply for a study permit showing cash in the bank of $21k plus tuition.
