Ok so I admit like you it is not clear for me about the current Manitoba policy for including a close relative or close friend as an application supporter . Very easygoing. Category B, not requirement of Job offer , relative , friend etc. Only intended NOC should be in their Demand list.
SINP EE/OID also has the same criteria.

I think in manitoba your friend can sponsor you..it's not financial sponsorship but just to provide support in settling down during initial stay.

Submit an EOI from manitoba website. Make sure it's a genuine friend and you have some proofs to prove the friendship. They are very strict Abt this.
