I have Canadian education and work experience but my score is low

I studied Mechanical Engineering in Canada and have almost 2.5 years of work experience. How come my score is 396 is it normal or am I doing something wrong?

I asked my manager to give me a job offer so they accepted to go thru LMIA but the question they are asking is you are working with us can we still offer you a job?
If It goes thru LMIA and and I have a job offer, I can add it to my express entry so it will give me 50 point so in total my score will be 446. This will give me enough points to get ITA I assume.

Please I need a confirmation about this.

How old are you?Do you have bachelor degree or diploma? What is your IELTS?These parameters affect your CRS score.
I had a bachelor from Canada,2 years of working experiemce,CLB9 in IELTs and my CRS point was 496.

Wouldn't suggest going for LMIA as my company went through the same process and the lawyer advised us not to go ahead as we had over 600 applicants for my job. Unless your skill is very niche, I dont suggest going for LMIA.

Two things come to mind -
1) Age
2) Language scores

If you are 30 and above, you will lose point (this is not your fault and cannot be rectified). However, you can fix your language scores by trying to get max scores in each session (this is the way to go)

age is 29 which they give you the highest score. Bachelor in engineering. CELPIP CLB 7. I put my wife in the application to but she has no Canadian experience end education. but she has more work experience than me. I think applying with spouse cut off some points from me.

My manager said we can't find someone to fill this position and they don't want to train someone for this position. Actually I need to train the person to fill up my position.

so you are saying that my current company can give me a job offer right?

To me it looks rather low for someone with both Canadian education and experience.

All I can suggest, either travel back in time (your 20s) or get CLB 9/10+ with IELTS.

Yes they can but your company will need to apply for LMIA for you, they'll need to prove that no Canadian/Permanent Resident can fill your job, the fact that your manager does not want to train someone else for this position does not matter.
I believe if you improve your english skill, your point will increase significantly and should be enough for the cut off because the CRS score is relatively low now.

Just to give you an idea what happened to my LMIA application:
1. Your company has to advertise the jobs in job bank and paid websites for at least 3 months
2. Your company has to interview ALL the applicants and prove that they are not qualified (This is the tricky part, we interviewed about 50 people,none of them are qualified according to my employer, but the lawyer is not convinced that my application will be approved because the qualification for Mechanical Engineering is pretty common
3. Your wage has to meet the median (which mine did)
4. In the end, we did not go ahead but I got the ITA.

Anyway, wish you good luck at whatever you decide to do.

So your only option is increasing your English score,it should significantly improve your score.

I realized that my spouse doesn't contribute to my score. Also I have less points on age 100 instead of 110 so in total of 26 points losing because of her. In the last draw the lowest score was 415. If I don't apply with my wife, I can get 422 and have higher chance to get ITA.

I agree with you on English score but I don't think I can get higher score than this one at least from writing I can't get higher.

As others have mentioned give it another try for language scores. Try an alternative test, you might do better. So instead of CELPIP try IETLS. Just practice as much as possible and be familiar with the format, which will help with the excitement.
Although it is weird that the points are so low.
I tried entering your information in the calculator and it gave me 419 points. Did you get 30 points additional for studying in Canada? Give us a breakdown of your points and perhaps we can suggest more things.
