Hi,

I have a post-graduate work permit and currently working in Quebec, Canada. I want to know if i can apply for my wife`s open work permit? Currently she is living in Pakistan and we got married last week. Also, how long will the process take place? Is there any other quick and better way to bring her here?

Yes, she can apply for an OWP. Scylla asked about your job because PGWP holders are required to have a NOC A, B or 0 job in order for their spouses to qualify for an OWP.

But according to CIC website which says

"If your spouse or common-law partner wants to work while in Canada, they must apply for their own work permit. Normally, they must meet the same rules as you do. This includes their employer getting an LMIA from Employment and Social Development Canada/Service Canada, if needed."

Does that mean that she needs a job offer first to apply for work permit? It mentions about the employer which is confusing me.

No, she doesn't need a job offer, as stated RIGHT BELOW that.

Your spouse or common-law partner can apply for an open work permit if you are:

approved to work in Canada for six months or longer, and

doing a job at Skill Level 0, A or B in the National Occupational Classification.

One last thing. How long the process would take?
It varies. Anywhere from a few weeks to a few months.
