Are you currently in Canada? Or applying from outside of Canada?

If it's a normal LMIA that is $1,000 etc. when you enter it in your express entry profile the expiry date of the LMIA will be the expiry date of your work permit, so you kind of need your work permit first.

I don't think you can in that case. I'm not expert though!
