I was in the same situation in last draw. I had a CRS of 431 and didnt receive the ITA. But I got it in this draw. There are cases where it takes upto 72 hours to receive the ITA. Have you made any updates to your profile in the last one or two days? If so, your profile may not be in the right state that CIC needs it to be, to issue the ITA. If no modifications has been done in the last couple of days, wait for one more day. You can reach out to CIC from your application by raising a technical issue.
