Very difficult. Find an employer, get a job offer and have employer file for a LMIA. The employer pays $1k and fills the paperwork to show they could not hire a Canadian or PR…only you. Then with LMIA you file for closed work permit. VOs may ask for IELTS to prove proof of English skills.
1. If you are planning to stay in Canada for short term then find an employer/contractor matching your experience who can file a workpermit. You can mvoe to Canada once workpermit is approved. This does not require IELTS
2. If you are planning to move for short term now and change your status to permanent resident then at certain point, you will have to take IELTS. So it is better to take IELTS now and apply PR instead of waiting for couple of years and do the same process again.
