I had to withdraw my application from the PG course, but my visa application is still in process. What if I get the study permit, Can I still travel?

How did you withdraw?

The seats in the course got full thus university asked either to choose to proceed with refund/withdraw or be part of waiting list ( in case some other candidate withdraws after enrollment, I will get the seat). Thus, i chose to withdraw my application and ask for refund.
