Well actually if you read the letter, it clearly states tht the IO was not convinced so he did not forwarded his case for substituted evaluation, it means tht this option has already been considered in your case, so in my view no chance for second time consideration.
But you dnt loose ur heart dear friend, as u r short of just 1 point just prepare for IELTs n you are all set to go.

your case is closed now and your documments will also closed. You need to apply a new case and send all the documents again. Time passes fast. Go for ietls again.

At the time of re-application, u need to attach all the documents fresh. If u have attached some originals in the first application, u will never get them back. On the forms where u sign, it is written that it becomes their property. Now u can attach certified copies from ur own bunch. or get them certified from zerox itself (if possible) or get the duplicate originals from different authorities.

Yes, you deserve all the right to take back all the documents which you had given to your previous lawyer. You do also have all the rights to pick a lawyer of your choice.
