Actually, you could apply as soon as Sept 1 2020 because your landing date and any partial day you spend in Canada counts as a full day.

I have a related question: After receiving COPR but before receiving PR card, can I travel to Canada without "landing"? Or am I REQUIRED to land the first time I travel to Canada after receiving COPR?

The reason I ask has to do with the residency requirement... if the 5-year period for the RO starts from the day you land, I would like to try to delay that start date so that I can find a job before moving to Canada. I think I read on another thread that you have until your Meds expire to land... but it's not clear to me whether you can travel to Canada during that time without landing.

Not sure. I guess if you are from a visa-exempt country, you can enter as a visator. When I landed, I told them "I want to validate my COPR", and that set into motion the landing procedures. Obviously if you require a visa to travel to Canada, then you have no choice but to land.
