I got ITA but need some help with e-APR and documents

Dear Folks,

I have finally received an ITA yesterday and now I became freaking nervous to make mistakes in my applications :eek: :eek: :eek:. Please advise.

1) I am living in Canada from 2012. I have received my police certificate in 2014 from Russian Consulate in Toronto. Since 2014 I was visiting Russia 2 times for 5-6 weeks in total. According to CIC I am fine since I got PCC after the departure from Russia and I was not living there for 6 months. But the statement that Police certificates are typically valid for one year from the date they are issued IS CONFUSING. The process of obtaining new certificate takes long....and all answers on forums are contradicting. Does anyone have personal experience related to this?
2) My national passport was translated and notarized in 2014. But commission from a Commissioner for Oath has expired in 2015. Is it still fine to submit it because the translator is still certified?
3) I have applied for PR before through the PhD stream and got rejected (overcap). I do not have a file # to indicate Previous PR application. What to do? Also How should I answer "Has BORING AUTHOR ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?". Yes?

Hi there,

1/ Your PCC is expired. Apply for a new one. Meanwhile if it takes long, ask the police department in Russia to provide you with a letter that mentions your application is in process. They will send you this letter within matter of days after they receive your request. Then you can add this to your profile and indicate that once you receive the original PCC you will add it on. Bare in mind that adding your PCC can happen in later stages, it is not mandatory to add it to your profile on the get go. They will ask for it once it is due. So you have loads of time.

2/ Yes it is still valid (but please don't rely on my answer - wait for more responses and do your thorough research)

3/ How so you don't have your file number? Aren't you supposed to keep a copy of everything you send? Do it from this minute on, make a copy of every little document you have. And to answer your question, indicate that you have once applied for PR, and compose a letter that explains under some unfortunate circumstances you don't have your file number. You have a client ID though no? Provide that instead. And NO is the answer to have you ever been refused...

4/ For everything that questions your application, have an explained answer. If I were you I will compose a/one short and professional cover letter pointing out the issues, including your PCC and your PHD stream without file number.

If your application was simply returned to you because CIC quota was filled, you were not "rejected" or "refused." Your application was never entered, processed, and no file number was assigned. You can answer "no," at least based on this example.

reading this...and your reply is confusing me as I had a similar question under a different thread and here you mention if there is file # etc
I am pasting below my inquiry, do you mind providing your input as well?

I have doubt about the following statutory question:
Has XXXX you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

I had applied twice in the old PR system,
1) first time, my application was sent back because of an issue with the payment (they did one attempt and it did not work, so they send back application)
2) second time, the quota were reached, so they send me back my application

For the first time I had a ref number, and I did mention somewhere in my profile that Yes I had already applied for PR. Then in my Letter of Explanation, provided further details (that this application was sent back due to a payment issue)

Question is: should have replied Yes to that Statutory question?
