So I applied for TRV for my mother 3months ago, and she was refused. I applied for her again 3weeks ago, and I got biometric letter today.
 
I want to know if it indicates that, her application has been approved.
It does not indicate anything. Her application has a long way to go before it gets to a decision stage.

BTW her application is not considered as complete until she gives her biometrics
 
She gave her biometric the first time she applied, which says it's valid for 10years.
She needed to give biometrics again because she was previously refused.

When she gives her biometrics this time, it will remain valid for 10 years
